In RL, many terms and concepts come from many different disciplines. So depends on the time period, the area of applications and disciplines, you may end up with terms that mean the same thing. At a high level, they are the same.

Different terms may start from a different period of time. So in the beginning, all demonstrations are from the human. So at some points, there is some difference in the fine print of what the implementation means. But they do not exclude from what others can do conceptually.
